Bryan Clifford
Bryan has championed the cause of partnering in Hong Kong construction for more than 6 years as Managing Director of JCP (SEA) and as leader of the Partnering Specific Interest Group for the Association for Project Management. He is a skilled and respected facilitator; trained in group dynamics and behaviour analysis using the unique and very successful techniques developed by JCP Consultancy Ltd in the UK. He is also a fully trained and accomplished facilitator of value management and risk management workshops which are run in conjunction with partnering to provide a comprehensive facilitated project improvement service. Bryan has 25 years experience at senior level with some of the best companies within the construction industry and was a Project Director with Arup managing major projects in Europe and Hong Kong. This has provided an ideal background for facilitating and guiding team leaders in developing cooperative working relationships and achieving significant improvements in their performance.
Bryan has a BSc in Civil Engineering, an MSc in Project Management and is a Member of the Association for Project Management, the Institution of Civil Engineers, the Institution of Structural Engineers and the Hong Kong Institution of Value Management.

David Maxwell
David is highly experienced in quality and change management and one of the leading proponents of partnering in construction in the U.K., driving many improvements over the past seven years. He has played a leading role in facilitating Welsh Water’s AMP2 and AMP3 capital alliance programs over the past seven years. David possesses extensive skills in providing consultancy, facilitation and training services focusing on partnering, change management, total quality management and business excellence. He is involved in all aspects and at all levels of the partnering support program in many major partnerships and alliances, running partnering start up workshops, review workshops and a range of developmental events which focus specifically on the behaviors, awareness and communication skills of all in the partnership.
David is a consultant for the MTRC partnering program which includes the Penny’s Bay (Disneyland) railway, the Tung Chung Cable Car and played a key role on the Tseung Kwan O Line rail extension (Hong Kong) that included 28 projects for railway and station work, completed 4 months early with a savings of over HK$1billion. Such a result demanded a very new approach to the management of the project, breaking many of the ‘sacred cows’ embedded in the organisational culture, leading people from all parties to behave differently. He has also led partnering facilitation programs for Railtrack, Thames Link 2000, Sun Microsystems, BNFL Projects and many more construction related projects. David has been a consultant to many international organisations for quality management, continuous improvement, change management and nuclear safety throughout the organisation up to the Board level, including Eastern European, Russian and Chinese power utilities.
David holds a BTech (Hons) degree in Mechanical Engineering from Brunel University and is a member of the Institution of Mechanical Engineers, a lead assessor for the EFQM Excellence Model and a behavioral analyst.

Diarmid de Bburgh-milne
Diarmid is a lead development strategist for leadership, organisational, and behavioral development of alliances, playing a key role in guiding and inspiring at all levels. He has nine years of experience in strategic development of partnering and alliancing across a wide variety of international industry sectors, private and public, building on a successful career as a senior officer in the British Army. Diarmid has led the successful Welsh Water AMP3 and AMP4 supply chain partnering/alliancing programs in Wales, U.K. He possesses a deep understanding of organisational effectiveness and the role that interpersonal relationships play in delivering commercial success.
He has a successful track record of facilitation and mentoring at the Board level in blue-chip companies and is a leader in Partnering for the Rail Industry, including the Kent Rail Partnership, Thameslink 2000, Great Western, High Output Track Renewals and Angel Trains. Diarmid’s leadership the British Energy/BNFL (British Nuclear Fuels) Partnership program created major value add for both Companies. He also led the British Energy procurement culture change and partnering development program and has facilitated the partnering programs at Shell, construction projects for J Sainsbury’s, Kier, Gleeson, Wilmott Dixon and partnering and negotiation for Firmenich, number one globally in perfumery.
Malcolm Newman
Malcolm is a successful Leader, Senior Executive and Board member in the public sector for over 20 years. He has worked closely with Politicians, Chief Executives and Managing Directors, Ministers and Government Departments, Regulators and many Voluntary organisations. He has a proven record of achievements in the development of policy & strategy, the introduction and management of change, supervising management and implementation, the leadership and motivation of people, negotiations and consultations as well as Board level corporate governance, management and financial matters. During the last seven years, Malcolm has gained considerable experience in strategic development of partnering and alliancing across a wide variety of industry sectors, national and international, private and public. For example, Malcolm led the MTRC Project in Hong Kong, which has become a partnering flagship and an outstanding success story.
Malcolm possesses a real understanding of organisational effectiveness and the role that interpersonal relationships and collaborative working play in delivering business performance and results. He has a successful track record of facilitation, coaching and mentoring at the Board level working with Top Teams, Organizational Culture Audits as well as working with organisational and individual trust and relationships risk. He has extensive consultancy skills in working with Directors and Managers for developing and implementing cooperative and collaborative working relationships. Malcolm provides direct support, coaching and mentoring to Managing Directors and Managers of a number of construction companies in helping them build and develop their businesses around the collaborative working principles. Malcolm has led, developed and implemented the Partnering Certificate program for over 1,000 construction personnel from the Board Room to the construction site; designs and runs partnering start up workshops, review sessions and a range of relationship development events for construction companies. He has facilitated extensive Partnering work in the Public Housing Construction Industry.
Simon Vaughan
Simon is highly experienced in, and one of the leading advocates of, the development and implementation of partnering and collaborative relationships across the construction supply chain as well as the utilities, transport, and public services sectors. He possesses extensive skills in providing consultancy, mentoring and facilitation within and among the supply chain, corporate strategy and project management areas particularly related to partnering and change management. Simon has been a lead facilitation consultant for Tubelines station modernization alliance. This is a £600m, seven-year, station modernization alliance involving seven design and construction companies. Simon is directly involved in establishing the Alliance Board and collaborative leadership competencies and a n integral part of his work with Tubelines involved the development of collaborative and communication behaviors across cross-company and cross-functional teams, and cooperative culture across all alliance partners.
In conjunction with the U.K. Highways Agency, Simon worked to form integrated teams through a partnering framework on various major roads schemes in the U.K. and is currently involved in the £1.9 billion M1 Widening Project with Arups and the Highways Agency. He has also acted as lead on the development and implementation of an Alliancing strategy with BNFL and its three global strategic partners to deliver a £1.5 billion, five year decommissioning and clean up program of capital work for BNFL against stringent environmental and regulatory criteria. This also included assisting the client on the selection and integration of tier one and two suppliers, and gaining agreement on risk and gain sharing. Simon has also worked with a variety of other clients from different sectors on major construction projects including the Channel Tunnel Rail Link, Dockland Light Railway, BAE Systems Glasgow, and BCV Infraco.
David Curtis
David is a dynamic, inspired specialist in management, team and organisation development, working with clients internationally on the effective management of organisational change. Possesses a creative, process-orientated approach to assist clients in building and deploying development strategies, which balance competitive advantage with individual performance and growth. Worked directly with Board members of numerous construction companies to develop a partnering ethos to be cascaded throughout their organisations (Llewellyns, Avebury International, Mansells etc). Founder member of ‘Learn to Lead’, working with Sheffield University graduates to develop their leadership skills (includes tutoring and development of courses) Extensively involved in Alliancing/Partnering Strategy development and implementation of cross boundary co-operation (eg Northumberland County Council tri-partite alliance - Highways Division). Worked to improve individual, team and organisational partnering learning and effectiveness (numerous Housing Associations, Construction and Local Authorities). Has designed, implemented and evaluated major culture change projects (Northumberland CC interdepartmental, Avebury International, Staniforth PR Consultancy). Lillian Chan
Has 4 years experience in designing and facilitating partnering workshops and improvement programmes for the Hong Kong construction industry. She is also a principle consultant with Hong Kong Productivity Council within a team providing business enhancement services and working in partnerships with JCP(SEA). She has provided partnering facilitation services for the Mass Transit Railway Corporation, Territory Development Department, HK Housing Authority, Highways Department, Civil Engineering Department and Hong Kong University of Science and Technology. Lillian combines process improvement analysis and coaching with partnering facilitation for a total improvement service. She is an accomplished facilitator and trainer with over 200 workshops and improvement team coaching sessions and 20 years in business improvement to her credit.
Eric Ngo
An accomplished and experienced lead facilitator having delivered JCP partnering workshops and services for 4 years and business improvement workshops for 15 years. He is also a principle consultant with Hong Kong Productivity Council within a team providing business enhancement services and working in partnerships with JCP(SEA). He is fully trained in the JCP partnering programme and has 15 years experience in training and implementation of TQM, business process reviews and operational efficiency studies in various industries including: construction, government, utilities, engineering, property management and manufacturing. Eric provides the partnering consultancy in Putonghua, Cantonese and English.
Lindsay Pickles
Vice-president of the Hong Kong Institute of Value Management. She received her Graduate Certificate in Facilitation from the University of Canberra in 1997 and has since facilitated many workshops both for Hong Kong projects in the private and public sector from feasibility studies through to detailed design work. Lindsay has facilitated value-engineering workshops for KCRC and their consultants to consider detailed design issues in a number of stations and other structures along the West Rail and East Rail Extension projects. Other relevant workshops include Quality in Buildings for the Citizens Party, the Schools Improvement Programme, RTHK Headquarters, Landslip Prevention Measures for GEO and various feasibility studies for WSD and DSD projects.
Y C Mak
Y C has co-facilitated workshops for partnering, value management, risk management, benchmarking and life cycle costing for construction projects in Hong Kong and China. He is a qualified quantity surveyor with DLS Management and is fluent in Putonghua, Cantonese and English.
Shirley Ho
Shirley has led or co-facilitated workshops for partnering, value management, benchmarking and life cycle costing in Hong Kong. She is a senior quantity surveyor with DLS Management and has wide experience of the construction industry including training as an architect.
Roger Acland
An experienced change management consultant and facilitator with a training and development background, and a focus on helping people through significant changes in organisational direction, working practices and relationships, in both public and private sectors. This includes raising awareness of behaviour and its impact, through observation, modelling and feedback, developing the behaviour and skills of collaborative working, facilitating their application to specific projects throughout supply chains and providing individual and group coaching as required.
Jerry Bailey
An experienced collaborative working, project and programme management consultant, coach and facilitator with a civil engineering background, working particularly on the development of processes, practices, skills and behaviours in partnering and alliancing in road, rail, nuclear, housing and water sectors. Additionally, has provided specialised consultancy and facilitation, particularly in a collaborative environment, in areas such as risk management, value management/value engineering, project management, post project review, process development and competence mapping.
Nick Foster
An experienced consultant and facilitator with both industrial and academic backgrounds. Has developed assessment tools and conducted interviews and workshops for a broad range of industries including IT, services, construction, arts, and charity. Personal, team and inter-team development work has taken place in several Eastern European countries, as well as in the UK.
Sarah Higgins
An experienced organisational behaviour consultant and facilitator, with a mechanical engineering background. Possesses particular skills in the development of behavioural measurement tools and a strong understanding of interpersonal communication and behaviour.
Michael Jacobs
An experienced practising consultant and mediator with particular skills in relationship management, especially around the areas of interpersonal difficulties and/or work-based conflicts. Experienced across a range of sectors, including statutory as well as commercial, in delivering communication training, consultancy, and one-to-one performance coaching/mentoring.
Chris Kaye
Extensive experience in supply chain management in water, energy, central government, and financial services sectors. Specialises in consultancy and facilitation in strategic procurement, process management, partnering and alliancing, business excellence and continuous improvement. Also provides extensive support on supplier selection and contract negotiation. Knowledge of engineering plant and processes - design, build and commissioning - and the role of teams and organisations in managing successful projects.
Martin Lusty
A successful facilitator, consultant and trainer in partnering and continual improvement, with broad experience in civil engineering construction, manufacturing and oil & gas sectors. Skilled in working with inter-personal behaviour and cultural development with a proven ability in working with groups to bring out and address issues constructively. Able to apply the tools of continuous improvement and trained in the application of Balanced Scorecard, Business Excellence, Lean Thinking, and Construction Excellence’s Integration Toolkit.

Terry Monk

Howard Price

Ed Sharman
An experienced organisational and project consultant with a background in the electricity supply industry, working with particular focus on the development of processes, practices, skills and behaviours in partnering and alliancing arrangements in rail, airport, nuclear, construction, and water sectors.
